General Information Henderson Municipal Power & Light (“HMP&L”) is issuing this 2026 Request for Offers (“RFO”) to interested parties with the intent of securing 30 MW of long-term MISO Zone 6 capacity to meet its capacity obligations beginning June 1, 2030, through May 31, 2040. HMP&L’s transmission system is interconnected to the Midcontinent Independent System Operator (“MISO”) transmission system. HMP&L will accept offers from any electric utility, independent power producer, qualifying facility, exempt wholesale generator, non-utility generator or electric power marketer that is appropriately certified by the Federal Energy Regulatory Commission (“FERC”) and that has resources available and operates within the MISO transmission system (“Respondents”). Offers will be evaluated based on their ability to meet HMP&L's need for economic power supply arrangements. HMP&L reserves the right to consider any other factors that HMP&L deems to be relevant to this evaluation of its power supply needs. The evaluation of submittals will be based on the information provided by the Respondent with emphasis on pricing. A submittal deemed non-responsive or failing to provide additional supporting documentation or any clarification requested by HMP&L may be rejected. The Utility Commission reserves the right to reject any or all offers; to reject any or all non-conforming, non-responsive, unbalanced or conditional offers; to reject the proposal of any Respondent if the Utility Commission believes that it would not be in the best interest of HMP&L to make an award to that Respondent, whether because the offer is not responsive or fails to meet any other pertinent standard or criteria established by the Utility Commission. The Utility Commission also reserves the right to negotiate agreement terms and conditions with the successful Respondent. By submitting an offer to the Utility Commission, the Respondent agrees that such procedures will be without liability on the part of the Utility Commission for any damage or claim brought by the Respondent because of such rejections or procedures, nor will the Respondent seek any recourse of any kind against the Utility Commission because of such rejections or procedures. The submission of any offer in response to this RFO will constitute an agreement of the Respondent to these conditions. The following is a general description of HMP&L. Henderson’s utility, HMP&L, was established in 1896. In the late 1940’s, the City of Henderson established a Utility Commission to manage the daily operations of the electric utility. Currently, 5 citizens are appointed to serve 3-year terms on the City of Henderson Utility Commission. Under Kentucky Revised Statutes (“KRS”) Chapter 96, the City Commission, not the Utility Commission, retains the authority to issue debt and set electric rates. Today, HMP&L has approximately 12,000 meters with an annual peak demand of 102 MW, and annual energy requirements of approximately 550,000 MWh. All expenses incurred by the Respondent in the development of their offer are the sole responsibility of the Respondent. This coming week, HMPL with its subcontractor – 5 Star Electric, will begin a reconductoring project that includes removal and replacement of a number of power poles which are being replaced to accommodate larger conductor size and updating load requirements. This project also includes the removal of existing transmission lines and replacing with upgraded transmission lines which are designed to increase transmission capacity and improve system performance. This transmission line upgrade is necessary to support current and future system loading and to maintain safe, reliable electric service. The work area will run 1.3 miles from our substation just east of the Borax Dr./US 41A-60 intersection and head north on South Green St. (US60) to the intersection with Sand Lane. From that intersection the project continues east a distance of 1 mile on Sand Lane ending at our Substation just west of the Atkinson St. intersection. Total project duration is approx. 2-1/2 months (mid-May thru end of July). Monday – Thursday, 6:30 am to 4:30 pm. Once work begins, work zone traffic control measures will be in place. Phase 1 - Work on north bound S. Green St. may be down to one lane of north bound traffic at different intervals as the day-by-day project progresses north. Phase 2 – Sand Lane will have certain segments down to one lane traffic as work progresses from West to East. The motoring traffic, as well as property owners along these routes, need to be aware and keep abreast of the work schedule through these areas.
